  We have investigated the management of infrastructure operator ProRail by the Ministry of Transport, Public Works and Water Management (V&W). We looked at how the Ministry fulfilled its role as a client of ProRail's services and how it can grow in this function. The audit was carried out in response to a new way of management introduced as of 1 January 2008 in which the Ministry steers ProRail by means of pre-agreed outputs. This output steering must encourage ProRail to work more effectively.
