The Netherlands Court of Audit has looked at one measure to reduce or increase spending in each of the ministries' budgets. It asked whether the 2012 budgets clearly explained how much the ministers were planning to raise or cut their expenditure, how they intended to do so and what the expected impact would be.

The Court of Audit is following the main interventions and arrangements made by the Ministry of Finance to overcome the credit crisis and the EU country crisis. The fifth progress report covers the fourth quarter of 2010 and the first quarter of 2011. We published earlier reports on the credit crisis on 14 December 2010, 19 May 2010, 14 January 2010 and 19 May 2009. The fifth report consists of a brief report and a detailed background document.

The Court of Audit is closely following the main interventions and arrangements made by the Ministry of Finance in response to the financial crisis. On 19 May we published our third report, describing events in the final quarter of 2009 and the first quarter of 2010. Our earlier reports were published on 14 January 2010 and 19 May 2009.

In the light of the review operation instigated by the fourth Balkenende government, we have investigated whether and, if so, what information is available on the effectiveness of three types of financial measure: fiscal incentives (tax expenditure), special-purpose grants and subsidies. We also analysed what financial schemes were not included in the review.

On Accountability Day 2010 (19 May), the Court of Audit published Accounting for Central Government 2009. In it, we express our opinion on the Central Government Accounts for 2009 and the Central Government Trial Balance for 2009, as presented in the Central Government Annual Financial Report for 2009. We also inform the House of Representatives of policy achievements, operational management at the ministries and the quality of policy information and financial information in the ministries' annual reports for 2009.
