It asked whether the 2012 budgets clearly explained how much the ministers were planning to raise or cut their expenditure, how they intended to do so and what the expected impact would be.

The Netherlands Court of Audit has looked at one measure to reduce or increase spending in each of the ministries' budgets. It asked whether the 2012 budgets clearly explained how much the ministers were planning to raise or cut their expenditure, how they intended to do so and what the expected impact would be. It also checked whether the 2012 budgets included all relevant information on the economy measures. The Court of Audit published its findings on the 2012 budgets in eight 'leaflets' on 12 October 2011. The 2011 Spending Cuts Monitor, which the Court published in May 2011, considered all 170 economy measures taken by the new Rutte/Verhagen government to reduce expenditure by €18 billion by 2015.
