Development cooperation funding flows

In its 'Development Aid' report, the Court of Audit explores a new geographical approach to enhance the transparency of development cooperation. It considers which countries receive development aid and the goals it is spent on, and projects its findings clearly onto maps of the world. This exploratory study provides openings to make development cooperation budgets and accounts more transparent.

The starting point for the Development Aid exploratory study formed the 3,350 payments worth €4.3 billion that the Ministry of Foreign Affairs made in the 2008 financial year. They were grouped by size, recipient, ultimate country of destination and other characteristics. The Court of Audit does not express an opinion on the size or destination of the funds or on the effectiveness of their use. Its goal is to reveal openings for more transparency in development cooperation by making use of geographical techniques. The Minister for Development Cooperation believes this new approach is a good initiative to achieve the shared goal of increased transparency. The Court of Audit will make an active contribution to the transparency of development cooperation in its new 2010-2015 strategic period. The exploratory study of Development Aid is a first step.
