State of policy development

Still not enough attention paid to underage young homeless. Virtually all 43 central municipalities in the Netherlands consider young homeless people aged between 18 and 25 in their problem analyses. The quality of the problem analyses, however, must be improved. Strikingly, only a limited number of central municipalities include young homeless people below the age of 18 in their problem analyses.


The Court of Audit has regularly considered the services provided to young homeless people since 2002. An important reason for this is that the young homeless often fall between two policy stools because the care and consideration they need overlap youth services and community care.

Conclusions

This year we investigated the development of policy at central municipalities, partly at the request of the State Secretary for Health, Welfare and Sport (VWS) that young homeless people be considered in the 'Urban Compass'. We concluded that virtually all central municipalities consider the specific care needs of the young homeless. Some of them systematically collect information on the homeless. Only a limited number also consider the problems of the underage homeless.

Recommendations

We recommend that the State Secretary for VWS and the Minister for Youth and Families encourage central municipalities to include underage homeless people in their problem analyses. We also recommend that the State Secretary for VWS monitor the implementation of the Urban Compass plans in order to determine whether supplementary measures are necessary for the municipalities to achieve their goals.

Response of the State Secretary and the Minister

The State Secretary for VWS and the Minister for Youth and Families responded to our report on 9 December 2008. They accepted our recommendations and would take concrete measures to implement them. They also wrote that several projects were being carried out to improve the supply of information.
