Dutch border controls are an inadequate means to combat terrorism. This is partly because checks of goods and persons are two distinct worlds. Furthermore, many groups of travellers and goods are not checked and information on incoming ships and aircraft is often inadequate or is not available on time. These findings are set out in a report entitled Gebruik van grenscontroles voor terrorismebestrijding (The Use of Border Controls to Combat Terrorism) published by the Netherlands Court of Audit.
