In the EU Trend Report 2012 the Netherlands Court of Audit outlines developments in the financial management of the EU in the past year. This tenth volume of the EU Trend Report also presents a summary of the trends in the past ten years. We ask whether there has been any real improvement in financial management and what improvements can still be made.

The Netherlands Court of Audit has investigated whether the government has a comprehensive overview of the volume and value of the property owned by the state of the Netherlands. We also considered whether ministries had sufficient information to consider the disposal of state property on a timely basis.

At the request of the State Secretary for Security and Justice, the Netherlands Court of Audit has investigated the deficits incurred by the youth care offices and the national youth care institutions (BJZ/LWI). We audited how the BJZ/LWI manage their budgets even though the standard prices set for youth protection and youth probation services do not cover the costs. We also looked at the standards the BJZ/LWI accounting systems must satisfy to provide an insight into the cost of youth protection and youth probation services. Finally, we considered what is necessary to keep such accounts.

We have audited how DNB, the Dutch central bank, supervises the stability of banks. We carried out the first part of the audit in 2009 by looking at how the supervisory system is organised. In the second part of the audit, we attempted to outline how DNB exercises its supervision. This proved impossible, however, because we obtained no access to DNB's supervision files. In consequence, we could look only at the assurances for good supervision that DNB has created in its procedures.

The Court of Audit published an audit report on the management of expenditure in the healthcare sector on 3 November 2011. The audit investigated how the Minister of Health, Welfare and Sport (VWS) had formulated policy to manage healthcare expenditure (€59.4 billion in 2011) and the results achieved.
