Support for the Ugandan national audit office

In conjunction with nine other donors, the Dutch government is providing financial assistance to the Ugandan government. The idea is for the Ugandan national audit office to perform the bulk of the work involved in accounting for the aid provided, thereby reducing the pressure placed by donors on the Ugandan government to produce audited figures.

 The question is: is the Ugandan national audit office indeed performing this role, and how can it improve its effectiveness? We are undertaking this project in response to a request from the Dutch ambassador in Uganda and as part of a project for the Harmonisation of Overseas Audit Practices. This is a joint project involving the audit offices of a number of donors who are keen to coordinate the auditing of flows of development aid.
